Next Generation G2P Payments: Building Blocks of a Modern G2P Architecture

Government-to-person (G2P) payments systems seldom fulfill their potential because they underutilize the capabilities of digital payments systems. As a result, recipients are prevented from exercising choice over the account or withdrawal points that are used. This results in a poor experience for beneficiaries, reduces the financial inclusion potential, and can lead to costly and inefficient systems that are unfit for purpose.

This report lays out a path to a better, recipient-centered G2P system. It is a reference document to be consulted by governments and those advising policy makers when considering, designing and implementing digital government-to-person payments. It provides a framework for a modern G2P payments architecture which can support long-term development outcomes through the digitalization of G2P payments.
