This report presents a paradigm based on a centralized information and communication technology (ICT) platform for introducing technology in Bangladesh’s microfinance industry.

The report is based on a study to assess the legal and regulatory environment in Bangladesh, and identify ICT applications that can increase financial access in rural Bangladesh. It outlines the proposed model for a centralized ICT platform, and presents case studies of international practices in this area. The report discusses the existing regulatory environment, institutional and technology design and cost projections for the platform.

The report states that a centralized ICT platform would provide benefits to microcredit organizations, public sector and private sector stakeholders and clients. Recommendations include:

  • Identifying phases of development;
  • Setting up appropriate operational framework;
  • Relying on off-the-shelf and outsourced solutions;
  • Establishing Memorandums of Understanding for access to data.
