Mid-term (12 month) Trickle Up India TUP Process Evaluation: CGAP-Ford Foundation Graduation Pilot
This paper evaluates the processes of Trickle Up's Targeting the Ultra Poor (TUP) program, a multi-pronged livelihoods promotion and social protection scheme designed to uplift extremely poor women in rural West Bengal. Implemented by CGAP and the Ford Foundation, Trickle Up paired with Bandhan, an MFI and Human Development Center (HDC), a local NGO to launch its pilot in South 24 Parganas, West Bengal, India.
The evaluation focused on understanding the processes of project implementation from the perspectives of TUP members and Trickle Up and HDC staff. Findings include:
- Program staff are ensuring that members move quickly by encouraging savings, setting goals and creating a plan for attaining them;
- Staff need to try harder to get members to reduce old debts, access health services and engage the support of vertical social networks;
- Different support strategies are required for different members.
The evaluation recommends that staff design well thought out pathways for scale-up, incorporate Rights Based Approaches in the social component of the program, expand list of enterprises, emphasize savings and make weekly home visits to all members for scaling up the program.
