This paper captures broad consensus principles of good practice in regulation and supervision of microfinance. The guidelines summarize principles for government regulators and others engaged in moving microfinance into the formal financial sector.

The authors argue that in order for the microfinance industry to reach its full potential it must eventually enter the arena of licensed, prudentially supervised financial intermediation. Also, regulators must craft regulations eventually allows this development. The principles are outlined in this document.
