Disaster Mitigation, Social Security & Microfinance: What Works at Community Level

This paper presents some of the schemes and highlights the recent efforts undertaken by Disaster Management Institute (DMI) and its affiliates. DMI is a community based disaster mitigation agency and has been working directly with community based organizations, organizations of people, municipalities and national governments to help implement projects develop local capacity and help inform public policy in the area of disaster mitigation.Some of the schemes mentioned in the paper are:

  • Insurance cover for households with the Self Employed Womens Association (SEWA) Bank and Ahmedabad Municipal Corporation;
  • Development of assessment tools to help articulate latent demand for social security etc.
  • Urban risk fund with SEWA Bank;
  • Livelihood relief fund with Oxfam (India), The Times of India and Vadilal Sarabhai General Hospital to provide financial assistance to poor communities that have suffered as a result of natural disasters.

The author concludes by identifying a number of priorities that would enable these schemes to be adopted more readily:

  • Greater investment in innovative and experimental approach;
  • Urgent need for resources that will help build knowledge from local community;
  • Development of local capacity and institutions;
  • Reform of legal codes;
  • Capital formation at community level.
