This paper focuses on the process CARE uses to create institutional partners at the local level.

First, the paper lists the necessary steps for creating a new institution:

  • Preparing for change;
  • Business planning;
  • Legal framework;
  • Governance;
  • Management;
  • Staff;
  • Systems and practices.

As a part of this list are brief comments on the tasks necessary to carry out those steps, who is responsible for taking those tasks, the role of CARE, and other resources.

Next, the paper discusses the role of CARE in the forming of partner institutions. As CARE moves away from directly implementing projects, they have an increasing need for local partners. In many places, local institutions exist that can implement CARE's initiatives, but in the cases where there are none, it becomes necessary to simultaneously create an institution and implement the program.

Finally, the paper goes into greater detail about each of the steps listed above.
