Uplifting extremely poor households to a higher socioeconomic level
Download 17 pages

This paper presents results from Trickle Up’s (TU) Targeting the Ultra Poor (TUP) program implemented in West Bengal, India. TUP was conceptualized and implemented by CGAP and the Ford Foundation, and is an adaptation of Bangladesh Rural Advancement Committee’s TUP program. The program provides extremely poor households with promotional elements, and basic social safety nets. The model estimates that members will graduate into a sustainable livelihood out of extreme poverty, upon receiving 24 months of holistic support.

TU’s package of inputs was extended to 300 women over a period of 27 months with the intent of graduating them out of extreme poverty into a sustainable livelihood. Key points include:

  • TUP used the Client Monitoring System to regularly track changes in clients’ social and economic conditions;
  • In August 2009, TU graduated 86% of their beneficiaries based on their being financially active, diversifying income sources, and having awareness of government services, health, and sanitation;
  • TU is now scaling up to 300 additional beneficiaries in West Bengal, and over 1,000 beneficiaries in four states in India.
